Jim Cook is the Founder of Health AI Data, Inc. and President and Board Member of Radiant AI Health Data, Inc., with nearly 30 years of experience spanning IT infrastructure, network security, and healthcare imaging technology. His career is built on deep, hands-on expertise across the full enterprise imaging stack — from DICOM and HL7 interface troubleshooting to PACS administration, RIS management, VNA implementation, and clinical workflow design.

Jim began his healthcare IT career doing HIPAA security analysis for healthcare providers and monitoring Meditech clinical systems before transitioning into dedicated PACS administration at Jackson County Memorial Hospital in Altus, Oklahoma, where he served as both PACS Administrator and RIS Administrator — managing Merge PACS, Meditech Magic, HL7 interfaces, modality workflows, and 24/7 remote radiologist support. He subsequently joined Merge Healthcare (an IBM company) as a Senior Solution Consultant, where he delivered PACS implementations, clinical and technical training, and enterprise archive deployments across health systems throughout the United States.

At Northwestern Medicine, Jim served as Senior PACS Administrator and Application Analyst for Enterprise Imaging across Northwestern Memorial Hospital, Central DuPage Hospital, and Delnor Hospital — supporting Merge, GE Centricity, AGFA, McKesson, and Fuji PACS environments alongside EPIC Radiant, ACUO VNA, Nuance Powerscribe 360, and zero-footprint DICOM viewing platforms. He has since served as PACS Administrator at Solis Mammography in Addison, Texas — his current role — where he works daily with Sectra PACS and Merge PACS in a high-volume mammography and tomosynthesis environment.

Across his career, Jim has delivered ASRT-accredited training to radiologists, PACS administrators, and clinical staff in classroom, onsite, and remote settings — covering hanging protocols, modality layouts, mammography tomosynthesis, 3D CT and PET rendering, VNA administration, Linux and shell scripting for enterprise archive systems, and enterprise-level HL7 and DICOM troubleshooting. He has served as a subject matter expert for Sectra PACS and Merge PACS, and has supported Laurel Bridge Compass, Navigator, and Waypoint routing environments. He has also guided hospitals and imaging centers through Meaningful Use Stage 2 imaging requirements.

Frank Festa

Chief Operating Officer & Board Member

Frank Festa is the Chief Operating Officer and Board Member of Radiant AI Health Data, Inc., bringing decades of frontline imaging leadership, operational excellence, and clinical depth to the organization. His career spans the full arc of modern diagnostic imaging — from hands-on clinical practice to enterprise departmental leadership — making him one of the rare COOs in the healthcare data infrastructure space with direct, day-to-day experience managing the exact environments Radiant is built to serve.

Frank began his career in the United States Air Force, where he developed a strong foundation in radiologic technology, clinical operations, and mission-driven healthcare delivery. Following his military service, he expanded his clinical expertise into interventional radiology and computed tomography — building a comprehensive multi-modality background that would inform every leadership decision that followed. By the age of 30, Frank was appointed Director of Imaging, a distinction that reflects both the pace of his advancement and the confidence placed in him by the healthcare organizations he served.

In that Director role — which he has held across a distinguished leadership tenure — Frank led a full-spectrum of imaging services encompassing X-Ray, Fluoroscopy, CT, Ultrasound, MRI, Nuclear Medicine, DEXA, and Mammography. His operational responsibilities have included direct management of multimillion-dollar departmental budgets, capital equipment planning cycles, vendor negotiations, service line expansion, and long-term strategic growth initiatives. He has built and managed high-performing teams of radiologic technologists, clinical staff, and support personnel while maintaining a consistent focus on patient safety, throughput, and care quality.

Among Frank's most consequential operational achievements was leading the complete transition from analog film to a fully integrated PACS digital imaging environment — one of the most operationally complex infrastructure changes a radiology department can undertake. The transition delivered measurable improvements across the department: reduced report turnaround times, improved physician access to imaging, enhanced workflow efficiency, and increased patient throughput. This hands-on experience navigating a film-to-digital migration — managing vendor relationships, staff retraining, workflow redesign, and system validation — gives Frank a grounded operational perspective on exactly the challenges Radiant AI Health Data's platform is designed to address.

Frank has maintained rigorous compliance with ACR accreditation standards, FDA MQSA requirements, and applicable state and federal imaging regulations throughout his career — consistently ensuring that departments under his leadership meet or exceed established quality, safety, and regulatory benchmarks. He has also been deeply committed to the development of the next generation of imaging professionals, providing clinical education and mentorship to radiologic technology students through hands-on training and competency development in real-world healthcare settings.

James Cook

Chief Financial Officer & Board Member

James Cook is the Chief Financial Officer and Board Member of Radiant AI Health Data, Inc. and Co-Founder and CFO of Health AI Data, Inc., bringing nearly 25 years of U.S. Air Force service and deep healthcare operations leadership to both organizations. His career spans clinical laboratory management, large-scale healthcare administration, public health surveillance, and international medical operations — making him one of the rare financial and strategic leaders in the healthcare AI space with direct, hands-on clinical and operational grounding.

James began his military healthcare career as a Medical Laboratory Technician and progressed through increasingly senior roles across Nellis Air Force Base, Kunsan Air Base, and Yokota Air Base before rising to Transfusion Services Section Chief and Microbiology Section Chief at Travis Air Force Base's 60th Medical Group. At the Defense Centers for Public Health in Dayton, he managed the largest clinical reference laboratory in the Department of Defense — overseeing 98 personnel and delivering over 2.3 million diagnostic results annually to 204 military hospitals, while directing emerging infection surveillance programs and cancer research studies focused on military aviators and missileers.

As Laboratory Manager for the 59th Medical Wing at Lackland Air Force Base, James led a team of 71 Clinical Laboratory Scientists and Technicians delivering 2.2 million diagnostic results annually to more than 255,000 beneficiaries — earning College of American Pathologists and AABB accreditations with no findings and two recognized best practices. During a deployment to Al Dhafra Air Base in the United Arab Emirates, he oversaw a $10 million medical campus, expanded in-network coverage for 1,200 deployed service members by 20 percent, and negotiated international agreements with 11 Emirati hospitals that reduced diagnostic turnaround from two days to two hours.

Lieutenant General Jason T. Evans (U.S. Army, Ret.) serves as Leadership Chair of Radiant AI Health Data, Inc., bringing more than three decades of enterprise leadership, large-scale organizational governance, and strategic planning experience to the board. A retired three-star general, Jason's military career spans some of the most consequential senior leadership roles in the United States Army — commanding organizations of hundreds of thousands, overseeing multi-billion-dollar budgets, and shaping national-level policy.

As Commanding General of U.S. Army Human Resources Command at Fort Knox, Jason served as the Army's Executive Vice President of Human Resources — commanding a global organization responsible for talent management and HR lifecycle support for more than 500,000 soldiers, leading a workforce of 3,000 employees, managing a $3 billion annual budget, and overseeing more than 300 Army-wide IT systems and databases. He directed the Army's succession planning, talent development, promotions process, and global assignments for the entire Officer Corps of approximately 70,000 and Enlisted personnel of approximately 400,000 — across deployments in more than 140 countries.

As Deputy Chief of Staff, G-9, at Headquarters Department of the Army in the Pentagon, Jason served as the Army's Chief Installations Officer — advising the Secretary of the Army and Chief of Staff on all matters related to 141 Army posts, camps, and stations worldwide, with budget responsibility for enterprise investments exceeding $18 billion. He led a staff of 280 professionals and served as Chair of the Audit Committee on the Board of Directors for the Army and Air Force Exchange Service, overseeing an organization with $6.5 billion in annual retail revenue. Following his military retirement, Jason served as Chief Operating Officer of Tennessee State University, standing up the university's first COO and Customer Relations offices while providing executive leadership across enrollment management, information technology, ROTC, and operational strategy. He currently serves as Senior Vice President of Strategy at Strategic Resources, Inc., President and CEO of Jason T. Dr. Jim Newman

Medical Chair

Dr. Jim Newman is a board-certified diagnostic radiologist with more than 36 years of experience serving patients and healthcare organizations across southwestern Oklahoma. He earned his medical degree from The University of Texas Health Science Center at San Antonio — now the Joe R. & Teresa Lozano Long School of Medicine — graduating in 1989, and dedicated the entirety of his clinical career to the practice of diagnostic radiology in community and rural healthcare settings. He remains licensed to practice medicine in the state of Oklahoma.

Dr. Newman served as the staff radiologist at Jackson County Memorial Hospital in Altus, Oklahoma through Sundance Radiology PA, building one of the longest-tenured diagnostic radiology practices in the region. Over the course of his career, he provided imaging interpretation across the full spectrum of diagnostic modalities — including X-Ray, Computed Tomography, MRI, Ultrasound, Nuclear Medicine, and Mammography — serving patients across Jackson County and the broader southwestern Oklahoma region, with additional affiliations at Quartz Mountain Medical Center, Comanche County Memorial Hospital, Harmon Memorial Hospital, and Integris Baptist Medical Center.

His career reflects a commitment that is increasingly rare in modern radiology: deep, sustained service to the rural and community healthcare environments where consistent, high-quality imaging interpretation has the greatest impact on patient outcomes.
